* Dr. Bulger has  a Ph.D. in Biomedical Ethics with a concentration in Distance Education Computer Programing and Course Development. His research and practice has always implemented and managed initiatives to cultivate online program development in higher education and clinical practice through the use of innovative pedagogical approaches and computer technology.  

* Dr. Bulger has successfully accomplished this through the management of professional staff, LMS support specialists, student assistants, and by modeling and mentoring.
